If the problem happens in your apartment but not another apartment, it maybe
suggests that something is odd with the AC wiring in your apartment. Maybe
you should pick up one of those little AC circuit testers from a Radio Shack
or hardware store--the kind with the standard three-prong arrangement and
three lights that test for open grounds, hot/neutral reversals, etc.
