First thanks to everyone who replied on and off list.

Second, Oren suggested the EG transistor was acting like a zener diode. I
replaced the transistor in the simulation with a 6.2 volt zener diode model
and it works like a champ.

The VCO core is still baffling me, but I'm happy to confirm the EG
operation. Now I can learn more about it.

~~ I believe a transistor connected in this way can act as a diode
~~ with an unusually low leakage (but, a low reverse breakdown voltage).
~~ I don't know if that is what is going on in this circuit, which I have
not
~~ seen.
