I will second Mark's description of the VTL5C3/2.

Using external/ ambient light, I don't think you could achieve your 
desired behaviour. If you had the light coming from LEDs, then you could 
do something as suggest by Tim, where the LEDs are driven opposite each 
other. For what it is worth, when used in a passive feedback circuit, 
series resistance (as shown in the posted diagram) actually has quite a 
dramatic effect.
