You don't need one. Disconnect the transfer from the circuit and
connect the primary to the mains (keep the fuse on if possible).
The voltages you'll measure on the secondaries will simply be
halved (divided by 230 / mains-voltage-at-your-place).

The figures you'll see are just hints. If there are shorts inside
the windings, they'll be off.

Would it be an encapsulated transfer by any chance ? Encapsulation
is done at the transfer factory so I doubt you'll find any
markings under it.
