I guess you could be completely right or partially right depending
on the person answering you.
I answered the original question trying to suggest a low cost but effective
means to help reduce emi issues on your product (relative indication(?) vs 
actual measurement)
proven by my own example.  I was not suggesting a means to create your own 
3M
chamber with measurement capability.  If someone has built up their own 3M 
chamber
to test their synth DIY or guitar effects boxes I would enjoy reading about
it - hopefully in detail on a website.
