Not everyone has oscilloscopes with several hundred MHz frequency range, 
which is at least needed. (I reach 20 GHz)

Not everyone has oscilloscopes with big dynamics, most of them is 8 bit 
(I reach 14 bit... on that 20 GHz scope). You can compensate it to some 
degree by more samples, but quantization distortion is an issue

Not everyone has oscilloscopes with high sensitivity. Amplifiers is 
needed. Without having calculated the actual values, but at least a 
couple of decades of amplification is needed.

Experience show that EMC issues is best viewed in frequency plane 
analysis. I think it should be possible to find a suitable (albeit 
large) spectrum analyzer that would work well. Even for specs you want 
to add a preamp to get signals out of the noise.

It's been a number of years since I did any hands on EMC, so I lost all 
the magic numbers from the top of my head. You are left with my overall 
recollection and experience. I don't think it greatly differs from others.
