You could try press-n-peel or one of the cheap alternatives. You  
print the PCB design onto a plastic film using toner (e.g. laser  
printer or photocopier) and then iron it onto the cleaned pcb. Some  
people use a laminator for this step. Then you peel the plastic off,  
and the toner stays stuck to the PCB, making an excellent etch- 
resist. Now you stick it in a tub of your favourite nasty chemical  
just like the old days and etch it.
