Strange. I have a cheap ten year old handheld Seiko ST 747-100 chromatic 
tuner and it has 1 cent resolution. I use it to tune each string in my 50s 
reissue telecaster certain number of cents up/down from exact tuning to 
compensate for the 3 piece bridge block. It also seems to be good enough 
for setting intonation which gives further evidence that 1 cent relative 
tuning accuracy is possible with it.
