[sdiy] power switch bounce?

This is what I did all those years ago. Contrary to my earlier post I 
did keep the foldback limit but just did it more traditionally than the 
method used by Power One.

This is for the HB-15-1.5A. I don't know whether the other Power Ones 
are similar.
