Their rules seem to have changed as I have 10 on order, currently in the hands of FedEx.

moment in time) 421 in stock, with 26-week lead time.

  "I don't wish to complain, but ..."

So get out your credit card and buy the 100's that you need 
before everyone else buys 'em all up!

Yes, great value for money.  So what if Xilinx's marketing budget is 
subsidizing them?  I'm sure they can afford it -- I don't feel guilty
buying them and using them.  And its not just Xilinx on this board - 
Cypress, Maxim, Spansion and TI are also prominently touted.  I think
of it more as a "not-quite-free" free sample.
