I found polycarbonate overlays to be suprisingly cost effective.  Most
places will shy away from one offs until the order is for larger pieces.  I
was paying around $.30/sqin for two color printing on orders of 300 square
inches.  That includes all cutting which these days is done with a CNC knife
on small orders instead of die cuttings.  Totally eliminates setup charges.
