Hi Mykolas,
You'd need a rail to rail I/O op amp, and even then you could run into
problems when you get to the rails.
As you are using CMOS IC's and not TTL, you'd be best off running the
whole circuit from +12V, then you could use a basic op amp like an
LM358, and also have gate outputs up to 10V or more. All you'll have to
do is change the reg to a 12V one and use a higher voltage plugpack.
Even then you'll only be able to handle positive CV's without a negative
supply, but that shouldn't really be a problem...
