Most people will probably only build a few of these modules, and mix them
with other modules in existing systems.  Hence, the least troublesome
approach would be simply to design for +12V/-10V and make provision on each
PCB for adjustable regulators (LM317/LM337 or equivalent).  That way,
anybody can use your boards regardless of their power supply, and you can
simply put jumpers in place of the regulators.

That's what I'd do.
