You can (like the CS80 did), but it's just more of a mess if there's 
any number of them.  It's also on the more expensive side of things, 
so not normally considered feasible.  Preset systems (with fixed 
resistors instead of potentiometers) on the other hand are much easier 
to implement, even though they still require considerable 
infrastructure.  If they don't knock out the controls on the panel 
completely, but just provide a basic structure (say bass vs. lead) by 
narrowing the range for the panel controls, I'd deem them a very 
adequate solution.  Since today you'd generally switch the presets 
with analog multiplexers, I think it would be a nice touch if one 
could always override the preset on a per-control basis to get back 
the full range of that control if needed.

Besides full CV controllability you have two more cost-effective 
options these days: multiplying DAC used as an adjustable resistor or 
a digital potentiometer.  This opens up a few more circuit topologies 
for programmability.  Last but not least with the advances in op-amp 
GBW and noise figure synthesizing adjustable R/L/C with impedance 
converters is becoming feasible for audio.
