it depends IMHO.

If the output of the NCO is used directly, I would say it's fixed rate.
If the NCO is used to drive an eeprom/lookup ram/etc I would suggest
the "pair" be considered variable rate.

For example, in the monowave, I consider it variable rate, with a
limit of just under 1Mhz, of 4Khz at audio rate.
