[sdiy] Bias osc problem

As we are on the topic of tapes...
I have a tape echo here with a dead bias oscillator. As the osc
is something really, really simple, there must be a really, really
simple answer as to why it isn't working. However, I haven't
been able to find it...

Symptoms: no signal on the secondary side of the transformer
and transistor running very hot within seconds. As the transistor
is operating well within its limits, the running hot is the thing that
puzzles me most. Replacement transistors exhibit the same
problem.
It must be something obvious I'm overlooking, so if someone
could point me in the right direction that would be great.
All caps and resistors are ok, by the way. Current going into
the base of the transistor is about 5 mA.
