A PC with a sound card will work, just about any of the audio recording
software could be used.
Gold Wave is a good package that allows changing sample quality and
modifying playback rates.

This sounds like a perfect project for the programmers among us: develop a
circuit that will sample a slow waveform with high resolution then play it
back at audio rates to that it can be observed easily on a scope. This
would be nice for looking at filter responses as well.
