[sdiy] MC-4 din clock problem

I am trying to diagnose the diagnose why my MC-4 isn't sending dinsync, I have worked my way back from the sync socket and discovered that it is not present at the internal header (ruling out the switch and socket) I have also found that the start pin has about 1.4v present when idle rather than 0v as it should be.
It is sending clock from the 3.5mm socket at the front of the unit, and the internal sequencer is of course working fine.

Could anyone please have a look and give me some pointers? I have tested a few points in the circuit such as pin 1 of IC55 which was showing a steady voltage (should it be oscillating?) but am not really sure what I am doing, newb that I am.
Any insight would be welcome, I have the service doc in pdf if more of the circuit is needed.
