Rigol manufactures the intro level scopes for Agilent.  I got the DS1102E
for just over $700 US at Saelig.com. So far, so good.

There are tons of other choices, including USB PC scopes.  I was using a
BitScope before this and I *hated* it. I wanted standalone, storage, and not
crap.  I bid on a bunch of used Tektronix scopes on eBay, but it got too
risky to me to spend $200-$400 on a used scope of unknown history.  I
researched the scope quite a bit before I bought it. The logic analysis
module would have been a nice add-on, but I didn't have the budget for that
option.
