Yes, too bad that Xilinx seemingly didn't pursue the XVFS further.

Who wants to do direct "fusebanging" is restricted to the old Virtex 
family of FPGAs, where (based on rev-engineering) a Java tool was 
developed enabling direct access to all FPGA resources.

OTOH, *because* auf the place & route effort I don't know whether direct 
configuration access is good for anything else but dynamic signal 
routing.
