Depends on what you consider SMC here. Without knowledge about the 
FPGA's underlying structure, there's no such thing als dynamically 
changing individual parts of the FPGA. And this information is not 
revealed by the vendors.

Some years ago, Xilinx announced their Xilinx Virtual File System, which 
would make the FPGA resources accessable through a VFS comparable to the 
/proc filesystem. No idea if this matured into any usable form or was 
publicly released at all, though.

What you can do, however, is partial-dynamic reconfiguration based on 
prefabricated bitstreams.
