I don't think it would be easy.
Not if you want a classic analog multiplier type balanced modulator, the 
essence of which is that one input signal is multiplied (linearly) buy the 
other.
The SSM2164 is logarithmic, so you will have to overcome that somehow.
And it is single ended, in the sense that the control voltage isn't 
symmetric about zero.

I'd stick to the AD633 (with multiturn trimpots).
