Not sure about local availability, but I picked up a Solartron 7150
bench DMM off ebay some time back.  6-1/2 digit, true RMS on AC, etc.

They go pretty cheap on eBay as they are "old tech" ... i.e. not made
in China, several years old, and they don't fit in your pocket or take
batteries.  Look for one that looks like it has had a good life (avoid
anything that looks rough).
