There's usually one gerber file for each step in the fab process: each copper layer, each silkscreen layer, each soldermask layer, and the drills.

Let me save you some frustration, and tell you that there's a script within eagle that you run, and it generates all of the gerbers in one pass, eliminating any piecemeal errors you could introduce by trying to do it all manually.  Check out the docs for info on using gerb274x.cam.
