The two big names have finally seen the light and offer free design suites 
for Linux (free as in beer, not freedom - you still have to get a license, 
but it doesn't cost you money).  Under both Linux or Windows you shouldn't 
be at the bleeding edge with your OS version, but that's about it.  Xilinx 
is a little bit more common in the FPGA synth community... :-)  I have the 
AvNet board, Scott already posted the link.

VHDL: Peter Ashenden, you can start at no cost with the online version and 
see if you like the style.

Also recommended: Uwe Meyer-Baese; Digital Signal Processing with FPGA 
(Springer).  Examples are geared towards Altera, but it has a good overview 
on different implementation concepts, not just the bit-parallel stuff that 
is typical of other DSP textbooks.
