The Avnet board Scott mentioned is probably the best deal going these 
days. If you're interested in a bit more on-board I/O then you might try 
looking at the offerings from Digilent:

In particular the Nexsys boards are a pretty good deal for what you get, 
and they have plenty of I/O boards including DACs, ADCs, displays, etc.

As far as development tools that work on MacOS or Linux: I'm not aware 
of any FPGA tools that work on MacOS X. Both Xilinx and Altera tools 
work on Linux though, although IIRC the Altera Linux tools are not free. 
The Xilinx free Webpack does work on 32-bit Linux though - I'm running 
it on Ubuntu 9.10 - and it supports most of the Spartan 3E and 3A parts.
