Gerber is output format that is generated by a variety of EDA tools
(gEDA/PCB, Kicad, Eagle, etc).
To get Gerber files you would need to layout the PCB using an EDA tool. You may
be able import the JPG and use it as a template for parts placement
and routing guide
to save some time but it is a new layout. You also may end up
generating a schematic
to get an accurate netlist for connectivity checking.

You may want to specify the EDA tool you would like used for the job
otherwise you may
need yet another layout different tool if you then require changes or additions.
