[sdiy] PIC Programming

Progress! of a sort. Futurlec has seen reason and is holding the back ordered PICs and sending my programmer and the 12F509s.

First implimentation goals: LED ring on a knob. LEDs increment as the knob is turned. Nothing fancy. Figure it's a good "Hello World!" sort of thing... or a Cylon eye would be good too...
