[sdiy] TR-727 problem - quick fix?

OK, I've narrowed it down to IC32 (a TTL Hex D Memory), it's not  
putting out anything, until I touch pin 9 with my finger, then it  
works perfectly, until I power down. Then it's back to not working,  
until I touch it again. What's that all about?
