FPGA plus a multi-channel ADC would give you voltage control.

With the $28 part you can stuff in all the multipliers (VCAs) and mixers (adders) to make as big of an additive synth you could ever try to control :) The control would be the hard part. All the hardware could fit on a pc board 3" x 5".
