well, if the pcb layout is also a factor include a print of that - and
then start soldering (or just adding, by touching them into the
circuit with your fingers, use rubber gloves) caps anywhere and
everywhere and see what happens. Make a journal!

A drawing of where you're trying the caps on the print of the layout
can help to figure out what's going on, too
