If frequency precision is a prime requirement,
that is a strong vote for a micro based approach.

But, when one speaks of 'filtering' the output...
filtering takes on an intersting turn when the freq 
is .001 Hz or so!

How I would approach it, depends on what the frequency range is.
Somethign that has to operate over 10 octaves, will likely be very 
different from one that only has to go from say 10Hz to .001 Hz.

For a fixed LFO, with a period of 30 minutes, I would use 
a clock, with a shaped mask varying the light to a photocell.
But I'm just an old steampunk, so...
