[sdiy] 4049 as phase shifter tuning element

Am I right in thinking that the ETI circuit is basically using the  
4049 as a FET array? (MOSFET?)

I'm always curious about the control elements used in phasers. There  
are apparently so many different designs, but they mostly boil down  
to optical, transconductance op-amps, or FETs.
