I think that glitchy noise, like anything else, can be used very artfully.
I'm thinking about one of my favorite tracks, "The Gloaming (Softly Open Our
Mouths in the Cold)" by Radiohead, from the album Hail to the Thief.  The
entire song is glitchy noise with vocals over the top.  Another, even
better, Radiohead track based on noise loops is "Pulk/Pull Revolving Doors"
from the album Amnesiac.  I have no idea how they made this track, but it's
one of the freakiest and coolest things I've ever heard.

Of course, Radiohead could record a sonata for Cuban Armpit Trio featuring
special guest Whoopi Cooshun, and it would still be brilliant.
