Hi,
well it is just possible that the cd4066 might be being used in a 
similar way to a fet. that is using the cd4066 in a linear mode rather 
than as a switch.
I think there was a phaser design in an old copy of ETI magazine that 
used the 4066 in the same way.
as you say at least the parts used are easy to get data on.
