I've been using my Extech MM570 multimeter, clearly not as good as Paul's
Fluke/Philips PM6666 :), but a good tool. Not cheap, but not so expensive
that it's impossible to justify for personal use. About $300.00 new on the
net for the non NIST certified version.

FREQUENCY, AC LINE LEVEL:
		Range 5.0000Hz to 200.000kHz
		Accuracy 0.002% + 4d
		Sensitivity:
			500mV range 0.1V min
			5V range 1V min
			50V range 10V min
			500V range 100V min
			1000V range 900V min

The meter itself is a decent volt/ohm/capacitance meter, too.

0.03% basic DCV accuracy
50,000 count display with 500,000 counts for DCV and Hz
True RMS combination AC+DC function
Dual input Type K Thermometer
High True RMS ACV bandwidth (up to 100kHz)
4 to 20mA, displayed as 0-100% for process current measurements
1000V input protection on all functions
Highest resolution to 1µV, 0.01µA, 0.0001Hz, 0.01Ohm
