The TR-707 ROM is mask programmed, so it is not reprogrammable nor is it 
possible for it to lose the samples. What's far more likely is a problem 
in the audio signal chain. If everything else works, try signal tracing 
from the output back to the microcontroller. Have you checked the 
individual outputs? What about the trigger out? Look for the opamps and 
check for audio signal on the pins of the opamp. It's been 20+ years 
since I've seen the inside of a 707 so I can't tell you what they are 
but they are likely to be 8 or 16 pin devices. Use Google to find what 
the part numbers are and check both the + and - inputs of the opamps.

Chances are good you'll need to replace one or more.
