The most obvious difference: an equalizer is (supposed to) have flat 
response with all pots centered, and each pot can provide boost/cut at a 
fixed frequency, while the fixed filter bank consists, ignoring the 
ends, of bandpass filters whose outputs can be individually mixed into 
the final output(s).  Agreed, for around $20, probably worth it for the 
case, power supply and raw parts.
