My first response would be "no", because two OTAs share one Vee pin.
But maybe if you're using the two OTAs in parallel conection?
Worth a try ...

Since the LM13600 was pretty much two CA3080s 
in the one chip, I wonder whether Jung's VCA hack
(as used in eg  http://electronotes.netfirms.com/EN129.pdf )
would work with the NE5517?
