That might be a good one - I ordered an electronic load by those guys and it 
was good for the money
but had a fatal flaw for me in that it switched load circuits with a relay 
right at 3A and that is right where
my circuits have OCP that I need to check.
Also do not get the PS303D from Action Electronics or others.  Too Chinese. 
Front panel damaged, poor regulation, stupid meters.  The BK1696/7 are dumb 
in that their adjustability is too granular.(big voltage steps) and they 
have a stupidly implemented output enable process - not just an on off 
button...  We did buy a some BK digital switching adjustable supplies, new 
models not in their catalog.  I haven't use them but haven't heard 
complaints, but likely out of your price range.
There are some kits available that would be fine for you if you don't need 
digital displays.  I would search the web for used lab supplies though. 
Sometimes they go for fifty bucks.

It has served me well.  Was cheaper when I bought it at a swap meet.  That's 
another thing - search out electronic swap meets
in your area.  Guys get these and sell them cheaper than in stores and the 
net.
