Dave, there's some Arduino-based projects out there - but I've no idea how useful/successful they've been.

Alternatively - have you considered fleaBay? I recently picked up a 5Hz-100Mhz counter in good condition for about GBP30.00. The fact that there were a few companies here in the UK making them during the 80's/90's obviously helps the local 2nd hand price - but I couldn't have made one for 30 quid.
