[sdiy] sh3a vco? and lm3216 divider

Hi,
well the lm3216 is one of the divider ic's that was used in some of the 
electronic organs of the 1970's.

you could probably use something like a 4024 cmos ic if you were going 
to be making a clone of the sh3 a
