the two chinese vendors discussed in this thread do not charge extra  
for electrical testing. presumably because either

a) they don't electrically test and have reprintings for the  
occasional error rolled into their pricing structure
b) they actually electrically test

the only SDIY project i know which was seriously derailed by  
craptastic manufacturing on the part of the manufacturer was the  
fourth x0xb0x run, which was (like all the x0xb0x PCBs) handled by  
Advanced Circuits, an american company who charges extra for  
electrical testing. which i believe Limor actually paid for, but i  
can't find the citation for right now.
