Another vote here, for the TI splitter, or at least an
op amp as a buffer for a voltage divider.
Putting a regulator in, means that if the supply
changes, then the bias is going to suddenly not
be 1/2 Vcc. 
Also, I think the output impedance of some regulators can 
be a bit weird, at some frequencies, unless one is very careful.
