[sdiy] Scott Stites buchla 208 circuit latching up

I am having problems with the buchla 208 circuit drawn here by Scott
Stites that is a project on the EM forum

I used the layout as per the forum discussion.

The problem is very intermittent. It seems to be in the circuit loop
of the 4015 or LM3900 (U4) that latches on the data line. The 4016
clock buffer keeps ticking, I've added extra tantalum on the supply
lines which maybe helped (or not) and replaced all the IC's.

Any help would be appreciated in terms of tracking this down.
