Very crudely, yes.  Although limited to the Rademacher functions as there are no XOR gates to compute the intermediate terms (or any other hardware that could compute the intermediate Walsh terms).  Look on page 5 of the service notes (linked from another message) - the resistors form rough ratios of 1:2:4:8 etc.  One experiment that might be interesting would be to replace the fixed resistors with pots so you could vary the mix ratios.
