Nope, only quite expensive AC-Systems work like that (And also those
have separated adjustments for how much fresh air is added to the
internal air, because it costs a lot of energy: you blow air to the
outside, which you cooled down before with a lot of effort).
Usually the AC "sucks" the hot air on a cooling device, cools it down
(and transports the warmth to the outside, but only the warmth - not the
air) and blows the cooled air again back into the same room.
If the heat is generated in the room, but it is not too hot outside,
then do not use aircondition, but some simple air exchange system with
fans and separate inlet and outlet.
If it is hot outside, and the room is heated by the heat from outside,
then use heat insulation and windows shutters.
If the heat is generated inside and it is even hotter outside, then an
airconditioner might be the given solution.
