if the pin is marked NC then technically there is NO CONENCTION inside the 
chip so making an electrical connection will have an affect. It would make 
sense to tie the pin to a voltage based on the fact that (as for this case) 
there is an option to buy the device with this pin active. Providing the 
correct voltage will mean either device can be fitted and function 
correctly.

It would be a very rare case where applying voltage to a NC pin would do 
anything and in theory this would indicate that it was NOT a NC pin.
