[sdiy] NC pin on ICs

I've wondered about that too - specifically with a 4mHz XTAL oscillator
IC, in which some versions have pin 1 assigned as an enable and others
where it is NC.
Would it be safe to tie it to +V for the version where pin 1 is NC?
