no, don't use X/Y mode. At least, I wouldn't.
I'd stick the staircase into one input and the VCO into the other,
set to some easy-to-trigger-from waveform like a ramp or square, and
then set the trig to the VCO channel. Then just set the timebase long
enough that you can see a couple of wavecycles and you can compare
the VCO output with the quantizer output.
